China and Japan Hold the Fourteenth Round of High-Level Consultation Mechanism on Maritime Affairs

On November 22, Hong Liang, Director-General of the Department of Boundary and Ocean Affairs of the Ministry of Foreign Affairs, and Takehiro Funakoshi, Director of the Asia and Oceania Bureau of the Japanese Ministry of Foreign Affairs, co-chaired the 14th round of the China-Japan High-Level Consultation Mechanism on Maritime Affairs via video. consultation. The Chinese Ministry of Foreign Affairs, the Central Foreign Affairs Office, the Ministry of National Defense, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, the National Energy Administration, the China Coast Guard and the Japanese Ministry of Foreign Affairs, the Cabinet Secretariat, the Fisheries Agency, and the Resources and Energy Agency , the Coast Guard, the Ministry of the Environment, the Ministry of Land, Infrastructure, Transport and Tourism, the Ministry of Education, Culture, Sports, Science and Technology, and the Ministry of Defense sent representatives to participate.

The two sides held a plenary meeting and three working group meetings on maritime defense, maritime law enforcement and security, and marine economy, exchanging extensive and in-depth views on maritime issues and exchanges and cooperation in the maritime field. The two sides agreed to earnestly implement the important consensus reached at the meeting between the leaders of the two countries in Bangkok, guided by the establishment of a stable and constructive China-Japan relationship that meets the requirements of the new era, and with the 50th anniversary of the normalization of diplomatic relations between China and Japan this year and next year's "China-Japan Peace The 45th anniversary of the Treaty of Friendship is an opportunity to strengthen dialogue and communication on sea-related issues, properly manage conflicts and differences, continue to promote practical cooperation and personnel exchanges in sea-related matters, and make positive efforts to build the East China Sea into a sea of peace, cooperation and friendship.

China reiterated its position on the East China Sea, the Diaoyu Islands and the South China Sea issue, and urged Japan to respect China's territorial sovereignty and security concerns, stop all actions that violate China's sovereignty, stop taking actions that complicate the situation, and avoid affecting the stability of the maritime situation. The Chinese side expresses its strong dissatisfaction with Japan's recent negative remarks and erroneous practices on the Taiwan Strait issue. It emphasizes that the Taiwan issue involves the political foundation and basic trust of China-Japan relations, and requires the Japanese side to keep its promises and handle it properly. China once again expressed concern over Japan's plan to discharge nuclear-contaminated water into the ocean, and urged Japan to prudently handle the issue of Fukushima nuclear-contaminated water.

The two sides reached the following consensus on specific cooperation:

1. The two sides positively commented on the operation of the maritime and air liaison mechanism between the Chinese and Japanese defense agencies, and the important progress made in the opening of the direct telephone line, and confirmed that follow-up work should be accelerated to establish and activate the telephone line as soon as possible. The two sides agreed to continue exchanges in the field of defense.

2. The China Coast Guard and the Japan Coast Guard are willing to further cooperate in the fight against cross-border crimes at sea, continue to promote exchanges between maritime law enforcement personnel and students of coast guard academies, and strengthen cooperation under the multilateral maritime law enforcement cooperation mechanism.

3. The China Maritime Search and Rescue Center and the Japan Coast Guard will continue to deepen practical cooperation in the field of maritime search and rescue under the framework of the China-Japan Maritime Search and Rescue Agreement. The two sides reviewed the communication exercises held by the local maritime search and rescue departments of the two countries this year, and confirmed to further strengthen cooperation.

4. The two sides agree to actively carry out bilateral and multilateral cooperation on dealing with marine plastic litter, and successfully host the 4th meeting of the China-Japan Marine Litter Cooperation Expert Dialogue Platform and the 4th China-Japan Marine Litter Symposium in 2023.

5. The two sides agreed to continue to jointly combat illegal fishing and carry out cooperation in the conservation of fishery resources in the North Pacific and the protection of eel resources. Agree to solve the existing problems in the fishery field through negotiation and consultation, strive to restart the China-Japan Fishery Commission as soon as possible, and fully implement the "Sino-Japan Fishery Agreement".

6. The two sides exchanged views on cooperation in the fields of marine scientific research and development of innovative technologies for the blue economy. Agreed to continue to strengthen exchanges and docking with counterpart departments to enhance understanding and mutual trust.

This year marks the tenth anniversary of the China-Japan High-level Consultation Mechanism on Maritime Affairs. The two sides reviewed and summarized the development of the mechanism over the past ten years, and fully affirmed the important role played by the mechanism in enhancing mutual understanding and trust, maintaining maritime peace and stability, improving the construction of maritime-related mechanisms, and promoting practical cooperation. The two sides agreed that we should focus on the evolution of international and regional situations and the overall situation of China-Japan relations, strengthen strategic thinking and top-level design, better play the role of mechanisms, strengthen dialogue and communication, strive to narrow differences and expand cooperation, and contribute to the realization of long-term peace and stability in the East China Sea.

The two sides agreed in principle to hold the fifteenth round of the China-Japan High-level Consultation Mechanism on Maritime Affairs at an appropriate time next year.
