Alcazar Power Station is located in the desert about 80 kilometers west of Doha, the capital of Qatar. It covers an area of 10 square kilometers, equivalent to about 1,400 standard football fields, and has an installed capacity of 800 megawatts. This is the first non-fossil fuel power plant in Qatar and the third largest single photovoltaic power generation project in the world so far. As a key project for Qatar to promote the construction of the "National Vision 2030", the power station uses the region's unique solar thermal resources to generate electricity, and can provide about 1.8 billion kWh of clean electricity every year, which will meet 10% of Qatar's peak electricity demand and reduce emissions every year. At the commissioning ceremony, Khabir, Minister of State for Energy Affairs of Qatar, spoke highly of the project's contribution to reducing carbon emissions, emphasizing that after the power station is connected to the grid, it will provide energy support for Qatar at a very competitive electricity price. He said that improving energy utilization efficiency through diversification of electric energy sources can not only increase the proportion of renewable energy utilization, but also help promote the diversification of the national economy, and will also strongly support Qatar's commitment to hosting the carbon-neutral World Cup.
In the desert, the temperature is as high as 50 degrees Celsius for a long time, and sandstorms occur frequently. From the start of construction in August 2020 to the operation in October this year, Chinese enterprises have overcome various difficulties and promoted the construction of the project. Wang Yuanhui said that the project employs a large number of foreign employees and provides them with skill training, allowing them to participate in a wide range of work from design, procurement to finance and quality. Qatar will also build multiple photovoltaic power plants in the future, with the goal of reaching a national photovoltaic installed capacity of 5 GW by 2035. The employees who have worked in the Alcazar Power Station have become the "meat and potatoes" for companies to compete for.
Ji Xiaoyong, chairman of PowerChina International Engineering Co., Ltd., said that the Alcazar Power Station project is a model of third-party market cooperation and international production capacity cooperation. The project developers are from Qatar, Japan and France, and the EPC (Engineering-Procurement-Construction) contractor is a consortium composed of PowerChina as the parent company and its subsidiaries. Power station design, consulting, equipment suppliers, etc. come from dozens of countries. The composition of project subcontractors also fully reflects the "integration of global resources": the main equipment comes from China, the booster station equipment comes from more than 20 countries and regions, and the construction of the photovoltaic area and booster station is subcontracted to local companies in Qatar.
Wang Guangda, executive director of the China-Arab Reform and Development Research Center, said that Qatar and other Arab countries are mostly located in areas with sufficient sunshine and have excellent conditions for the development of photovoltaic energy. China and the Arab countries are committed to building a mutually beneficial and long-term friendly Sino-Arab energy strategic cooperative relationship. There is great potential for deepening clean energy cooperation between China and Arab states. Alcazar Power Station is the latest achievement of Sino-Arab clean energy cooperation.
