Dear Prime Minister Prayuth,


Dear colleagues:

It is a great pleasure to meet you in the beautiful "City of Angels" Bangkok. This is the first time we have met offline since the COVID-19 outbreak. I would like to express my heartfelt thanks to the Thai government, especially Prime Minister Prayut Chan-o-cha, for their efforts in preparing for this meeting!

At present, the COVID-19 epidemic has repeatedly delayed, and the recovery of the world economy is facing various challenges. Unilateralism and protectionism are on the rise. Global industrial and supply chains are being impacted. Issues such as inflation, food, and energy security are complex and severe.


The Asia-Pacific is where we live and work, and it is also the source of global economic growth. Over the past few decades, Asia-Pacific regional economic cooperation has developed vigorously, creating the "Asia-Pacific Miracle" that has attracted worldwide attention. Asia-Pacific cooperation has long been deeply rooted in the hearts of the people.

Now, the world is once again standing at a historical crossroads, and the Asia-Pacific is playing a more important role and playing a more prominent role.

There is an ancient Chinese saying: "Those who know do not confuse; Here, I would like to make some suggestions.


First, maintain international fairness and justice and build a peaceful and stable Asia-Pacific. The rapid economic growth in the Asia-Pacific in the past few decades has benefited from a peaceful and stable environment. An important revelation is mutual respect, solidarity and cooperation, and everyone discusses and handles things when encountering problems, and seeks the greatest common denominator. We should adhere to the concept of common, comprehensive, cooperative and sustainable security, respect the sovereignty and territorial integrity of all countries, non-interference in the internal affairs of other countries, respect the development path and social system independently chosen by the people of all countries, pay attention to the legitimate security concerns of all countries, and resolve issues through dialogue and consultation. Peaceful settlement of differences and disputes between nations. We must actively participate in global governance, promote the development of a more just and reasonable international order, and provide guarantees for peace and stability in the Asia-Pacific and the world.

Second, adhere to openness and inclusiveness, and build an Asia-Pacific of common prosperity. History has repeatedly proved that openness, inclusiveness, and win-win cooperation are the right path in the world. We must adhere to open regionalism, strengthen macroeconomic policy coordination, build a closer regional industrial chain supply chain, promote trade and investment liberalization and facilitation, steadily promote the process of regional economic integration, and build a high-level Free Trade Area of the Asia-Pacific as soon as possible. . We must persist in developing for the people, relying on the people, and sharing the fruits of development with the people, so as to promote common prosperity for all people in the Asia-Pacific region. China is willing to work with relevant parties to comprehensively and high-quality implement the "Regional Comprehensive Economic Partnership Agreement", and will continue to promote the accession to the "Comprehensive and Progressive Trans-Pacific Partnership Agreement" and the "Digital Economic Partnership Agreement" to promote regional integration and development. Next year, China will consider hosting the third Belt and Road Forum for International Cooperation to inject new impetus into the development and prosperity of the Asia-Pacific and the world.

Third, adhere to green and low-carbon development and build a clean and beautiful Asia-Pacific. Protecting the ecological environment and addressing climate change are common challenges faced by all mankind. We must strengthen economic and technological cooperation, accelerate the coordinated development of digitalization and greenization, promote the transformation and upgrading of energy resources, industrial structure, and consumption structure, and promote green economic and social development. This year, we jointly formulated the goal of a bio-circular green economy in Bangkok to jointly promote ecological environmental protection and economic development. China will provide support for the implementation of the Bangkok goals. Last year, I proposed a global development initiative at the United Nations to strengthen practical cooperation in areas such as poverty reduction, food, energy, and health, and accelerate the implementation of the United Nations 2030 Agenda for Sustainable Development. Asia-Pacific countries are welcome to actively participate.


Fourth, adhere to the common destiny and build an Asia-Pacific that supports each other. We must view Asia-Pacific cooperation from a strategic and long-term perspective, maintain APEC's position as the main channel in regional cooperation, and maintain the correct direction of Asia-Pacific cooperation. We must uphold the purpose and principles of APEC, and continue to deepen the Asia-Pacific partnership of mutual trust, tolerance, cooperation and win-win results. We must carry forward the spirit of the big family, help each other, help each other, and move forward to build an Asia-Pacific community with a shared future!

Last month, the 20th National Congress of the Communist Party of China was successfully held, which pointed out the direction and blueprint for China's development at present and in the future. China is willing to coexist peacefully and develop together with all countries on the basis of mutual respect, equality and mutual benefit. China will continue to implement wider, broader and deeper opening-up, adhere to the Chinese-style modernization path, build a new higher-level open economic system, and continue to share China's development opportunities with the world, especially the Asia-Pacific.


There is a proverb in Thailand: "What seeds are sown will bear fruit." We have jointly sowed the seeds of Putrajaya's vision, and we should cultivate them carefully, take care of them together, and cultivate the flowers of prosperity for the common development of the Asia-Pacific!
