NEW ORLEANS (WGNO) — Officials with the City of New Orleans have announced the findings of independent data collected from its New Orleans Guaranteed Income Program.
City leaders said the program is operated by the Office of Youth and Families and was designed to help young Orleans Parish residents who “were disconnected from work and school” to help connect them with education and employment opportunities.
Throughout the program, city leaders said 125 people between the ages of 16 and 24 received $350 a month for 10 months.

The city worked with ALAS, Collegiate Academies, Healthy Start, New Orleans Public Schools, Youth Empowerment Project, New Orleans Youth Alliance, Louisiana Center for Children’s Rights and Educators for Quality Alternatives to execute the program
On Tuesday, Sept. 3, the city announced the findings of data collected from the program, stating that employment rates increased, financial well-being improved and housing security became better.

According to the city, from the start of the program to the end, full-time employment among participants rose from 6% to 21% and income volatility decreased by almost 20 percentage points.
City leaders said the data collected shows that there was a positive trend in financial wellbeing through the duration of the program with “fewer individuals falling into the lower well-being categories and more transitioning into higher well-being statuses.”

The data also concluded that participants reported that the amount of participants who reported a housing cost of more than 50% of their income declined through the duration of the program.
According to the city, “homelessness was only reported during the Baseline evaluation, indicating a potential improvement in housing situation over time.”
