Jan. 9—JAMESTOWN — The Stutsman County Commission unanimously approved on Tuesday, Jan. 7, submitting a letter of support to the city of Jamestown for a U.S. Department of Agriculture Rural Development grant application for the third phase of the city’s 96-inch storm sewer replacement project.
“As part of that grant application, they are just looking to make sure that it doesn’t conflict with anything else in the jurisdictional area,” said Travis Dillman, city engineer.
The letter that will be sent to Mayor Dwaine Heinrich says the county commission has found that the storm sewer replacement project in the city “would not conflict with any county comprehensive development plan for the area.”

The first phase, which was completed in 2023, included repairing a 96-inch stormwater pipe near Applebee’s. Stormwater runoff and flooding resulted in the failure of the pipe located south of 25th Street Southwest and east of 8th Avenue Southwest. The sinkhole at the site was estimated to be 12 to 14 feet deep.
The second phase of the project consisted of replacing the storm sewer with 96-inch pipe from 25th Street Southwest to U.S. Highway 281. The second phase was completed in 2024.
He said the third phase includes replacing the storm sewer north and east of U.S. Highway 281 in southwest Jamestown including a small segment north of Interstate 94.
Dillman said the city is also seeking a grant through the North Dakota Department of Water Resources’ State Water Commission to fund the storm sewer replacement project.
