A weather system brewing in the Gulf of Mexico is forecast to develop into Tropical Storm Francine on Monday, and could be a hurricane by the time it reaches the U.S. Gulf coast midweek.
The National Hurricane Center said the potential for life-threatening storm surge and damaging winds are increasing for portions of the Upper Texas and Louisiana coastlines beginning Tuesday night.
