Okaloosa County approves $41M contract for Shoal River Ranch Water Reclamation Facility

SHALIMAR — Okaloosa County commissioners on Tuesday voted to approve a $41.5 million contract with J&P Construction to built the Shoal River Ranch Water Reclamation Facility.

The SRRWRF project includes the construction of a 1.25 million-gallon-per-day wastewater treatment facility on 20 acres owned by the county. County workers are responsible for installing “sub-projects” such as rapid infiltration basins, a site access road from Jericho Road and associated water, sewer and fiber infrastructure.

Upon completion, the facility will help develop other future businesses and residential communities and reduce the area’s reliance on septic systems.

According to county Water and Sewer Department Director Michael Hackett, an invitation to bid was advertised on May 28, with J&P Construction coming in $3 million lower than other bidders. The total contract amount is $41.571 million, which includes a $750,000 contingency for unanticipated costs.

The project’s funding came from county funds, the American Rescue Plan Act, state appropriations and Florida Department of Environmental Protection grants.

According to the contract with J&P Construction, once the county issues a notice to proceed, the facility will be “substantially completed” within 710 calendar days.
