Owner banned from keeping dogs after her pet was found in this state

A woman has been banned from keeping dogs for seven years after RSPCA instigators found her emaciated pet “hunched over” in a cages on a urine-soaked blanket. The dog was rushed to a vets who examined him and rated his physical condition as just one out of nine.

Swansea Magistrates Court heard animal inspectors had gone to Kayleigh Lorey’s house in the Penlan area of Swansea in January this year following reports that a dog had been seen to collapse. The defendant refused entry to the RSPCA officers and then left the house, and she did not respond to phone calls when attempts were made to speak to her. As a result of what happened the police were contacted. When Lorey returned to the property the officers were allowed in and they were shown into the kitchen where Gary, a one-year-old Bull-breed, was found “hunched over” in a cage with a blanket that was filthy and saturated in urine and faeces.

The court heard the animal was in a “very poor bodily condition with his bones clearly visible and was living amongst his own faeces and urine”. Lorey confirmed that she was the owner of Gary and the sole person responsible for him, and she agreed to sign him over to the RSPCA. The dog was taken to a vet and had to be carried in for treatment as he was too weak to walk. The dog was found to be emaciated with a body score of one out of nine and to weigh just over 11kg when his ideal weight would have been around 15kg.

The court heard the vet who examined Gary concluded he was “severely malnourished” and that no veterinary attention had been sought despite his emaciated state. The vet also said faecal soiling and superficial skin wounds on his body suggest that his housing and environment have not been kept sufficiently clean or comfortable. Keighly Ann Lorey, aged 39, of Prescelli Road, Penlan, Swansea, had previously pleaded guilty to two offences under the Animal Welfare Act when she returned to court for sentencing. She was sentenced to eight weeks in prison suspended for 12 months and was banned from keeping any dog for the next seven years. The defendant was also ordered to complete a rehabilitation course and pay £200 prosecution costs.

Speaking after the sentencing a spokeswoman for the RSPCA said after appropriate treatment Gary made a full recovery and has since been found a new home.
