Dec. 25—CUMBERLAND — Police are continuing to investigate the killing of a city man found dead early Sunday in the Frederick Street Parking Garage.
Cumberland Police Department Chief Chuck Ternent said Todd Ellsworth Adams, 42, was found in the parking structure just after 1:30 a.m. with obvious injuries and pronounced dead at the scene.
The death was ruled a homicide after autopsy.
“Mr. Adams was well known downtown and was noticeable due to having a prosthetic leg,” Ternent said. “We are particularly interested in talking to anyone who was with him or observed him walking downtown Saturday prior to the discovery of his death …”

Ternent said Adams was known to frequent the downtown area, particularly among the homeless population and resources that assist them.
“Mr. Adams does have a family who have been notified of his death and are grieving, concerned and cooperating with the investigation,” Ternent said. “We hope we can do them justice by helping them understand what happened to Todd and give them closure.”
Adams’ death was the second homicide in the city in 2024. The first was the killing of 38-year-old Celina Smith in South Cumberland on June 30. City resident Kaleb York was arrested for that crime.
The investigation is being conducted by city police and the Allegany County Combined Criminal Investigation Unit.
