The San Joaquin County Board of Supervisors play a vital role in how the county operates. Supervisors oversee most county departments, approve budgets, and control all county property.
This Election Day, two seats on the county board are up for grabs — District 1 and District 3. Here’s a look at candidates in those races.
San Joaquin County Board of Supervisors District 1
Mario Gardea and Lilliana Udang are hoping to replace current board Chair Miguel Villapudua, who has represented south Stockton and unincorporated areas of the county.
Gardea is a third-generation firefighter who also serves as the president of the Stockton Firefighters Local 456 union. Udang, on the other hand, has served as the district director for state Sen. Susan Talamantes Eggman since December 2020.
San Joaquin County Board of Supervisors District 3
Sonny Dhaliwal, who is in his sixth term as Lathrop mayor and has served the city for 25 years, is running against Steve DeBrum. DeBrum is a former dairy farmer and businessman who served on the Manteca City Council for 15 years and was mayor.
In the primary election this year, Dhaliwal led the race with 44.41% of the vote while DeBrum followed closely behind at 40.09%.

The contender who comes out of the November election on top will serve District 3, which covers Lathrop, Manteca and Stockton. The district is currently represented by Supervisor Tom Patti, who is running for Stockton mayor.
